Most of people say that pugs can't swim , it's true because the shape of their body but they aren't all the same.
If you want your pug to swim, you need to start taking it to the beach at an early age. I used to take my pugs to the beach twice a week and now, a year and half later, they like the water.
It's true that they swim for a short time, but I don't believe that it's because their body however it's because of their breathing capability.
Take your pugs to the water more often, let them play in it, get used to it, play with other dogs in it and they will eventually learn how to swim. It's natural for them like for every dog, but it's also their quick learning from seeing other dogs doing it. Pugs are a very smart dogs and they pick up new things quick.
There are always exceptions to every rule, forget what people can tell you and start teaching your pug how to swim. You will have to go in the water with your pug at first to make them more comfortable but eventually they won't need you to go in with them. They will start going in by themselves.
Don't let your pug around your pool or hot tub, again not because their swimming capability but because their breathing capability.
